Abstract
Purpose
This paper presents a moderated discussion on popular misconceptions, benefits and limitations of International Large-Scale Assessment (ILSA) programs, clarifying how ILSA results could be more appropriately interpreted and used in public policy contexts in the USA and elsewhere in the world.
Design/methodology/approach
To bring key issues, points-of-view and recommendations on the theme to light, the method used is a “moderated policy discussion”. Nine commentaries were invited to represent voices of leading ILSA scholars/researchers and measurement experts, juxtaposed against views of prominent leaders of education systems in the USA that participate in ILSA programs. The discussion is excerpted from a recent blog published by Education Week. It is moderated with introductory remarks from the guest editor and concluding recommendations from an ILSA researcher who did not participate in the original blog. References and author biographies are presented at the end of the article.
Findings
Together, the commentaries address historical, methodological, socio-political and policy issues surrounding ILSA programs vis-à-vis the major goals of education and larger societal concerns. Authors offer recommendations for improving the international studies themselves and for making reports more transparent for educators and the public to facilitate greater understanding of their purposes, meanings and policy implications.
Originality/value
When assessment policies are implemented from the top down, as is often the case with ILSA program participation, educators and leaders in school systems tend to be left out of the conversation. This article is intended to foster a productive two-way dialogue among key ILSA actors that can serve as a stepping-stone to more concerted policy actions within and across national education systems.

Abstract
The US fossil fuel industry is vulnerable to opposition from other sectors of the ruling class. Non-fossil fuel capitalists might conclude that climate breakdown jeopardizes their interests. State actors such as judges, regulators, and politicians may come to the same conclusion. However, these other elite actors are unlikely to take concerted collective action against fossil fuels in the absence of growing disruption by grassroots activists. Drawing from the history of the Obama, Trump, and Biden presidencies, I analyze the forces determining government climate policies and private-sector investments. I focus on how the climate and Indigenous movements have begun to force changes in the behavior of certain ruling-class interests. Of particular importance is these movements' progress in two areas: eroding the financial sector's willingness to fund and insure fossil fuels, and influencing judges and regulators to take actions that further undermine investors' confidence in fossil fuels. Our future hinges largely on whether the movements can build on these victories while expanding their base within labor unions and other strategically positioned sectors.

ABERDEEN, the “Granite City,” the “Silver City by the Sea,” the great headquarters of the grey granite trade, and one of the busiest and most influential mercantile cities in Scotland, has a name which is known throughout the civilized world, and a fame which has penetrated to nearly every quarter of the habitable globe. Abstract
Purpose
The purpose of this paper is to provide theoretical and empirical insights into the effective use of external accounts by social activists in conflict arenas in order to bring about change.
Design/methodology/approach
This paper presents a longitudinal case study of Action on Smoking and Health UK (ASH) and their use of external accounts and other activist practices during the period 1999-2010. The authors explore these practices from the perspective of one organisation engaged in conflict arenas concerning the (un)acceptability of tobacco production, consumption and governance. The authors conduct the exploration based upon a dynamic conflict arena framework that attends to the range of external accounting and activist practices, tactical intentions and states of conflict used by ASH to confront the tobacco industry and bring about change in tobacco governance.
Findings
The study identifies the use of a diverse range of external accounts and other activist practices. This assemblage of practices was used to confront, counter-act and to co-operate with actors engaged in tobacco-related conflicts. The evidence suggests that the deployment of different types of external accounts by ASH was aligned to the context of the particular conflict arena involved, and was influenced by the strategy and engagement tactics of the activists and other actors, as well as power dynamics and acceptability of the tobacco governance in the conflict arena. Whilst ASH used different external accounts in specific episodes of activism, these individual accounts also contributed to an emerging holistic account of the unacceptable consequences of tobacco production, consumption and governance.
Originality/value
This study provides new theoretical and empirical insights into how external accounts can contribute to the problematisation of governance and development of social and environmental change agendas. The dynamic conflict arena framework developed in this paper creates new visibilities and possibilities for developing external accounting practices and for researching this fast-developing area of social and environmental accounting.

GSE's campaign extended that NIMBY frame by networking with other community groups concerned about the state's approach to waste management in the second phase of Irish environmental campaigning, which was concerned with the post-boom waste crisis and infrastructural sitings.

Purpose
In recent years, fire accidents in engineering structures have often been reported worldwide, leading to a severe risk to life and property safety. The present study is carried out to evaluate the performance of Ground Granulated Blast Furnace Slag (GGBS) and fly ash–blended laterized mortars at elevated temperatures.
Design/methodology/approach
This test program includes the replacement of natural river sand with lateritic fine aggregates (lateritic FA) in terms of 0, 50 and 100%. Also, the ordinary Portland cement (OPC) was replaced with fly ash and GGBS in terms of 10, 20, 30% and 20, 40 and 60%, respectively, for producing blended mortars.
Findings
This paper presents results related to the determination of residual compressive strengths of lateritic fine aggregates-based cement mortars with part replacement of cement by fly ash and GGBS exposed to elevated temperatures. The effect of elevated temperatures on the physical and mechanical properties was evaluated with the help of microstructure studies and the quantification of hydration products.
Originality/value
A sustainable cement mortar was produced by replacing natural river sand with lateritic fine aggregates. The thermal strength deterioration features were assessed by exposing the control specimens and lateritic fine aggregates-based cement mortars to elevated temperatures. Changes in the mechanical properties were evaluated through a quantitative microstructure study using scanning electron microscopy (SEM) images. The phase change of hydration products after exposure to elevated temperatures was qualitatively analyzed by greyscale thresholding of SEM images using Image J software.

Abstract
Purpose
Concrete is a building material widely used for the infrastructural development. Cement is the binding material used for the development of concrete. It is the primary cause of CO2 emission globally. The purpose of this study is to develop sustainable concrete material to satisfy the present need of construction sector. Geopolymer concrete (GPC) is a sustainable concrete developed without the use of cement. Therefore, investigations are being conducted to replace the cement by 100% with high calcium fly ash (FA) as binding material.
Design/methodology/approach
High calcium FA is used as cementitious binder, sodium hydroxide (NaOH) and sodium silicates (Na2SiO3) are used as alkaline liquids for developing the GPC. Mix proportions with different NaOH molarities of 4, 6, 8 and 10 M are considered to attain the appropriate mix. The method of curing adopted is ambient and oven curing. Workability, compressive strength and microstructure characteristics of GPC are analysed and presented.
Findings
An increase of NaOH in the mix decreases the workability. Compressive strength of 29 MPa is obtained for Mix-I with 8 M under ambient curing. A polynomial relationship is obtained to predict the compressive strength of GPC. Scanning electron microscope analysis is used to confirm the geo-polymerisation process in the microstructure of concrete.
Originality/value
This research work focuses on finding some alternative cementitious material for concrete that can replace ordinary portland cement (OPC) to overcome the CO2 emission owing to the utilisation of cement in the construction industry. An attempt has been made to use the waste material (high calcium FA) from thermal power plant for the production of GPC. GPC concrete is the novel building material and alternative to conventional concrete. It is the ecofriendly product contributing towards the improvement of the circular economy in the construction industry. There are several factors that affect the property of GPC such as type of binder material, molarity of activator solution and curing condition. The novelty of this work lies in the approach of using locally available high calcium FA along with manufactured sand for the development of GPC. As this approach is rarely investigated, to prove the attainment of compressive strength of GPC with high calcium FA, an attempt has been made during the present investigation. Other influencing parameter which affects the strength gain has also been analysed in this paper.
